ISAM regulation competing bills
There are two competing draft bills to license operations of ISAM activities. The House bill requires “certification” rather than “licensing” (not sure about the distinction) of the activities by the Commerce Department. The White House bill requires “licensing” by either the Commerce Department or the Transportation Department, depending on whether the activity involves human spaceflight (Transportation if yes, Commerce if no).
